1. MANAGER - SUPPLY CHAIN MANAGEMENT

Job Title: Manager - Supply Chain Management (1 Post)

Job Reference Number: GDC/CS/HRM/SCM/01/2025

Terms of Employment: 5 Year Contract Renewable subject to Performance

Job Grade: GDC3

Department: Supply Chain Management

Reporting to: Managing Director & CEO

a) Job Summary

The job holder is responsible for the procurement of goods, works & services and management of Company’s stores

b) Job Specification

Duties and responsibilities will entail: -

i. Planning and coordinating Procurement and Supply Management activities in areas of procurement, inventory, disposal of stores and assets in line with Public Procurement and Asset Disposal Act 2015

ii. Providing advisory/professional opinion on procurement matters to the Accounting Officer

iii. Advising the Managing Director on all matters relating to Procurement of goods, works and services

iv. Reviewing and developing policies, plans and strategies in the areas of supply chain management

v. Implementing donor and special projects related programs including consultancies

vi. Ensuring value-for-money and model cost effective measurement techniques for assessing output, quality delivered by external service providers

vii. Ensuring preparation and submission of timely procurement statutory reports including performance reporting

viii. Ensuring the implementation of the annual procurement plan of goods, works and Services and inventory management

ix. Monitoring and evaluation of the procurement and supply chain function through performance management

x. Monitoring contracts, to ensure adherence to the terms and conditions of the contracts

xi. Coordinating the negotiation process by the evaluation committee and bidder(s), where negotiations are allowed by the Act

xii. Ensuring the implementation and achievement of departmental strategic plans deliverables

xiii. Mentoring and coach departmental staff

c) Person Specifications

For appointment to this grade, an officer must have:

i. A minimum of twelve (12) years of relevant work experience, four (4) of which should have been in a managerial role

ii. Bachelor’s Degree in any of the following disciplines: Procurement, Supply Chain Management, Logistics, Business administration or any equivalent qualifications from a recognized institution

iii. Master’s Degree in: - Business Administration, Logistics, or any other equivalent qualification from a recognized institution

iv. Management course lasting not less than four (4) weeks (cumulative)

v. Certification from a relevant professional body e.g., Kenya Institute of Supplies Management (KISM) or any other

vi. Member of the Kenya Institute of Supplies Management (KISM) or Chartered Institute of Purchasing (CIPS) or an equivalent from a recognized institution

vii. Proficiency in Computer Applications

viii. Fulfilled the requirements of Chapter Six of the Constitution1 of Kenya
