1. MANAGER – INFORMATION, COMMUNICATION & TECHNOLOGY Job Title: Manager – Information, Communication & Technology (1 Post) Job Reference Number: GDC/CS/HRM/ICT/01/2025 Terms of Employment: 5 Year Contract Renewable subject to Performance Job Grade: GDC3 Department: Information Communications & Technology Reporting to: General Manager - Corporate Services a) Job Summary The job holder is responsible for the development and management of information systems towards the attainment of operational efficiencies and promotion of the use of emerging technology in delivery of services. b) Job Specification Duties and responsibilities will entail: - i. Managing the ICT services of the Corporation ii. Formulating and implementing ICT policies, strategies and procedures iii. Ensuring adoption and adherence to GoK ICT standards iv. Recommending to the Company emerging ICT solutions and best practices to enhance service delivery v. Designing and implementing information systems, infrastructure, and projects vi. Establishing and implementing ICT data protection systems vii. Coordinating the monitoring and evaluation of ICT projects, programs, and policies viii. Developing work plans and budgets for the Department for approval ix. Overseeing performance management in the department x. Analysis of the requirement and elaboration of internal policies and procedures on the use of ICT xi. Provide overall administrative support to underpin the GDC Vision c) Person Specifications For appointment to this grade, an officer must have: i. A minimum of twelve (12) years’ work experience four (4) of which must be in a managerial role ii. Master’s degree in Information Technology, Business Management, Information Systems, Computer Science, Computer Engineering or its equivalent from a recognized institution iii. Bachelor’s degree in Information Technology, Computer Engineering, Computer Science, Business Information Technology or equivalent qualification from a recognized institution iv. Management course lasting not less than four (4) weeks (cumulative) v. Relevant professional certification in ICT Field including but not limited to Networks, Infrastructure, System Administration, Systems Development, Support and Maintenance (e.g., CCNP/CCNA or MCIP/MCSE or CISM/CISA or PMP) vi. Membership of any relevant professional body vii. Proficiency in Computer applications viii. Fulfilled the requirements of Chapter Six (6) of the Constitution of Kenya1 d) Key Competencies and Skills i. Good Interpersonal skills ii. Demonstrates/safeguards of ethics and integrity iii. Demonstrates corporate knowledge and sound judgment iv. Self-driven v. Good team player and facilitates teamwork
